Makes complete sense if you're the IPR owner though - the last thing you want is some idiot damaging your brand, and the brand is the most important thing. That damage could be through inappropriate use of the image, incorrect colour, incorrect fonts, image repro quality, anything. The IPR owner isn't responsible for maximising revenue from the licence... it's the company who is buying the brand rights that should be working to maximise the sales as it's in their interests having paid a premium to licence it. When we have used licences it's a slow process getting sign off and until you get that final sign off you can't do diddly with the product.
