whats the best method of creating a decal for a playfield? Either to replace one that is worn away or come off with mylar removal, or in this case, to cover up John Goodman with the real Fred Flintstone.

I've looked online and seen people creating them on transfer paper prior to clearcoating, which is probably the best method if you are stripping a machine down for a full restore, but what if you aren't going that far?
Is there a method to just do one area of the playfield? I know you can get replacement decals for some machines from various outlets, are these made of something strong enough to handle the ball going over them without getting ruined? Or are these supposed to be clear coated afterwards as well?
Obviously the printing needs to hold up to punishment as well as the media it's printed onto, so I'm guessing it's not something that can be done on an inkjet at home?
