I've bought a few Williams of that era that have similar issues. All of them were as simple as a fuse or no credits, or one dodgy connector. Lots of people don't have a clue what to do with those games once the batteries run out and they go factory with freeplay off or into audits mode.
Zipper flipper game which is cool and it's a single player wedgehead but doesn't look the most fun to play as it's wide open and all about getting the rollovers over and over again. Also a Williams EM so not that desirable and the worst of the big 3 in terms of chimes. Pointy people artwork which some people like but not my cup of tea.
Non working maybe £300 to £500 depending on just how nice the backglass and playfield are. If it was working then maybe £500 to £800 but I'm not a fan of it so factor that into my guestimates
