Stern SAM CPU Country issue

Sold a SAM CPU to a member in Italy and he’s put in machine and getting this error. It was tested working in my Stern 24 and he had since downloaded Family Guy code, any ideas, reading up it could be a power supply issue or ribbon cable, or low / flat battery ?

Have they turned it off and on again?

Had a similar issue with a friends Tron Legacy when I updated the code, turning it off and on again and it went away. Although that was a US machine with a mod to make it run on 50Hz.

yes i have turned off and on many times
i have made 3.1 bios and update again nothing change
change the power board, the battery, the cable ... same problem
change usb memory and use different dimension ... same problem
 
It came out of a working Stern 24, is there a local power issue, have you measured the power frequency (Hz). Out of interest what was the problem with the machine that made you buy a replacement cpu?
