As the picture. Removed the one off mine for a customer. Anyone know what it does? Flasher?

What you have here Dave most likely is flasher warm up resistors and current limiting. Warm up was an idea to extend the life of the filament by having a small current through the bulb all the time

Yes, that's how Williams flashbulb resistor circuits were configured before the small pcb's holding two circuits each were developed. The first usage (Flash) has the warming/bypass resistor value low enough that there's a note in the solenoid chart that the lamp(s) should glow faintly whenever the machine is On. I might still have the tag-board unit from a Gorgar.
