There are three different variants of that circuit board, depending on whether the game it's for has any additional displays, and how many;
-1, the 'standard' model, has no additional ("extended") display capability
-2 has one additional display port, e.g. Taxi, Police Force
-3 has two additional ports, e.g. Riverboat Gambler
Using an standard version in place of an extended one will see gibberish appear in the 'star-burst' segments of the lower display envelope. It's data meant for the extra displays - the controls for the alpha-numeric star burst section are re-allocated, and the lower display is only used as a numeric 7-segment display. Conversely, an extended in place of a standard will have the star-burst remain blank, since what should be there is being 'broken-out' to (absent) external displays
