i had a completely bespoke neon sign made for my room earlier in the year (based on a design in a video game).
all in all it took under 3 weeks from enquiry to in my hands. really happy with it. neo geo fans go nuts when they see it.
total cost was £200 from china. so if you're not in a hurry and you dont mind taking the risk.

it's relatively small, the actual neon bit measures 30cm in diameter, then you have the metal frame around it.
it was all done via alibaba.com, there are numerous glass neon fabricators on there and after getting a quote from 3 different companies i went with this one:

depending on your requirements, a different company might be more suitable for your needs. this company's response time to my queries was less than 24hrs each time.
i supplied the design and picked out the colours from the last image you see on the page above. the level of english from the salesperson was ok and followed my instructions throughout.
oh, and i picked this company because they take paypal =), even though i had to pay a little surcharge.

Just my opinion here. As jukeboxes are my living which some of you may know. I have had my share of neon through my hands over the years as it goes well with the jukeboxes I sell. And while the Chinese neon may look nice to the eye but when compared to the neon I have had from Derbyshire neon over the years.there is no comparison and you have to see them in person side by side to see the difference not only in glass but quality and craftsmanship. And considering how expensive not just jukeboxes but pinballs have become it’s doesn’t actually seem that expensove. Some examples below of the neon I have had either repaired as they are vintage originals or custom neon made. Again just my opinion and I like to support uk companies especially when they put as much effort and eye to detail into the neon they produce as I do into my own jukeboxrestoration business and as always pictures do not do the neon justice.

Totally agree @Jukeboxjim - I have been speaking to @Debbieneon - probably won't be from my MIL for xmas - but will probably go that way at some point.
If you need to see the quality next year I’ll have my neon collection displayed and your more than welcome to come over. Oh and have a go on a few pins and listen to some 50s jukeboxes
gods junkyard is run by the braceys- they are proper expensive- they source neon from trade suppliers like me and put a mahooosive margain on-- you need a fresh mortgage to buy their stuff

get some inspiration for gods junk yard then mail me for a price -they buy the neon from trade manufactures like me and put a stupid mark up on top- its owned by the Braceys,his dad used to make neon signs around london in the 50,s ,his son never learned the craft but was great at marketing -just take big credit card if you visit......

not sure you can say china versus local. you want to goto a specialist of high quality where they are is irrelevant in my view. Take the screen that you are reading this on, or the shiny iPhone in your pocket. All made in China. Folks from China are just like me and you trying to earn enough to have a decent life.
