LEDOCD programming

Really silly question (but though i would ask anyhow!)....and think i know the answer...

LEDOCD boards - Can they be programmed using a cable off the machine (like an arduinio), or do they have to be connected for power to be able to program??

I thought usb in gave them power when programming but been a while since I looked at one.
