Help diagnosing solenoid not working

Let me preface this by saying I do not know what Im doing. Electronics are not my skillset, so please explain to me as you would a small child.

One of my solenoids (back centre) stopped working on my vpin cab. Incidentally its one I removed and put back on, although Ive removed others too and they are fine.

Ive tried replacing it and that doesnt work. Ive hooked up my multimeter to its leads and pulsed it in DOF and I see nothing.

Ive done the same to one of my working ones and I see the pulse (video attached).

Given its one solenoid out of 10, im assuming the fuses on these cleveland boards are fine.

I cant see any issue with the spades on the leads (pictures attached).

I dont know which cleveland board it goes to and to find out would require ripping up a lot of wiring on the cab to trace the leads.

What are my options here?

PS: I know its dusty in there im cleaning that out later.
